The EBL Program is designed to create meaningful pathways through leadership development, mentorship, educational programming, networking, experiential learning, and industry engagement opportunities throughout the year.
About the Program
Building the Future of Leadership in Sport
The Inclusion in Canadian Sports Network (ICSN) Emerging BIPOC Leaders (EBL) Program is a national leadership and professional development ecosystem designed to support emerging Black, Indigenous, and racialized leaders (ages 18–30) pursuing opportunities within the Canadian sport system.
The EBL Program was created to help strengthen representation, accessibility, leadership development, and workforce pathways within sport by creating intentional opportunities for emerging leaders to learn, connect, grow, and engage within the industry.
As the EBL ecosystem continues to evolve, the program now offers year-round engagement opportunities focused on:
leadership development
mentorship
educational programming
networking opportunities
experiential learning
volunteer and industry engagement opportunities
workforce and career development within sport
Through community-building, leadership development, and industry engagement, the EBL Program aims to help empower the next generation of leaders shaping the future of sport in Canada.
EBL Tier Pathways
Flexible Pathways for Different Levels of Engagement
The EBL Program operates through a tiered participation model designed to support different levels of engagement, leadership development, and participation throughout the year.
Participants are encouraged to select the pathway that best aligns with their interests, goals, availability, and desired level of engagement within the EBL ecosystem.
TIER 1
Community Network
The Community Network tier is designed for participants interested in staying connected to the EBL ecosystem through flexible engagement opportunities, introductory programming, and community updates.

Leadership Fellows

Application & Placement Process
While all individuals are welcome to express interest in any EBL tier pathway, placement within Tier 2 and Tier 3 may involve an application and review process based on participant goals, engagement interests, availability, and program capacity.
Participants may also transition between tiers over time as their leadership journey and engagement within the EBL ecosystem evolve.

Programming may vary throughout the year depending on partnerships, opportunities, and participant engagement.
Year 1 (2023): Featured alongside The Honourable Pascale St-Onge, Minister of Sport
Year 2 (2024): Continued growth with The Honourable Marci Ien, Minister of Women and Gender Equality
Year 3 (2025): Expanded impact in partnership with Deputy Minister Keith Palmer, Sport Ontario
